On Tuesday, July 21st 2015 at approximately 1015hrs Lt. Jesse Cohen #345 and P.O. Nicholas Valakas #392 were conducting a routine check of the Rockefeller Lookout. (The Rockefeller Lookout is located along the northbound lanes of the Palisades Interstate Parkway in the Englewood Cliffs NJ Section). During their check, they located a white Range Rover with a cracked windshield. Upon talking with the operator (who was sitting in the vehicle), both officers detected an odor of marijuana emenating from the vehicle. A pipe used for smoking marijuana was also visible in the front of the vehicle. The operator was asked to exit and was placed under arrest shortly thereafter.
While this investigation was being conducted, a barage of fireworks were ignited along the lower ledge of the Rockefeller Lookout near the main overlook. The original subject was secured in their patrol vehicle and both Lt. Cohen and P.O. Valakas then proceeded to the area of the firework activity. As they walked, three (3) individuals, two (2) females and one (1) male began running on foot northbound on the east side of the safety barrier.
The officers gave commands to stop and the two (2) females complied and exited the woods. The male subject continued to run north and was chased by Lt. Cohen who apprehended him a short distance later.
The suspect was later identified to be Mr. Tor Hamer a 32 year old male from Manhattan NY. Lt. Cohen detected an odor of alcohol and marijuana coming from Mr. Hamer and his clothing. A search of his person uncovered a pack of rolling papers and a small clear bag contianing P.C.P. Multiple units responded to assist as there was an initail possibility of a fourth subject who fled but that later proved to be negative.
The original subject, now identified as Mr. Boruch Ungarischer a 25 year old male of Wickliffe OH, was later transported to headquarters for processing. He was also found to have active criminal warrants from Atlantic City NJ. The other subjects (listed below), were also arrested and transported to headquarters. Mr. Hamer’s vehicle, a black GMC Yukon Denali was seized for a search warrant application.
Once at headquarters, Lt. Cohen obtained a search warrant for Mr. Hamer’s vehicle. During the subsequent search, officers located a duffel bag in the cargo area of the truck which contained seven (7) Food Saver vacuum bags totalling 7.5lbs of marijuana.
