On Monday, August 29th, 2016 at approximately 0900hrs, P.O. Michael Holland #403 was conducting a routine patrol of the Rockefeller Lookout in the Englewood Cliffs NJ Section of the Palisades Interstate Parkway.  During his check, he observed a white female sitting alone in a Honda Civic talking to herself and acting irrationally.  As P.O. Holland approached the vehicle to check the woman began to hide items in the car and became extremely nervous.  P.O. Holland identified himself to the operator, later identified as Ms. Elena Iltcheva, a 34 year old female from Haversraw NY, and was able to observe indications of drug use in the vehicle.

P.O. Holland determined that Ms. Iltcheva was under the influence of a narcotic and a search was conducted.  During the search, a total of 120 Ecstasy pills and 3 Oxycodone pills were discovered.  Ms. Iltcheva was placed under arrest and Mirandized.  Subsequently she admitted to transporting the narcotics to Rockland County for sale.  She was transported to the NJ Headquarters where she was processed and later remanded to the Bergen County Jail on $110,000 with no 10% option.
