On Tuesday, June 27th, 2017 at 1201hrs P.O. Michael Collason #401 was conducting speed enforcement on the Palisades Interstate Parkway southbound near interchange 2 (Alpine NJ Section). During that time he observed a black Dodge Caravan traveling at 74mph in a 50mph zone. P.O. Collason entered the highway and stopped the vehicle south of interchange 2. Upon approach, he observed four (4) male occupants and asked the operator, later identified as Mr. Andy Flores a 25 year old male from Brentwood NY, for identification. While Mr. Flores was obtaining his documentation, P.O. Collason detected the odor of marijuana emanating from the vehicle and also observed packages of fireworks in the rear of the van.
Once Mr. Flores provided the documents, P.O. Collason requested an additional unit to assist as well as documents from the other passengers. The remaining passengers were identified as Mr. Danny Flores age 19 from Bay Shore NY; Mr. Manuel Flores age 57 of Brentwood NY; and one juvenile, age 17 from Cypress TX. Shortly thereafter Sgt. Richard Dey #359 and Officers Travis Philhower #397 and Michael Focarino #399 arrived to assist.
The occupants were directed out of the vehicle and searches were conducted. During the search, P.O. Collason located two (2) hand rolled marijuana cigarettes and smoking paraphernalia along with fourty seven (47) cases of fireworks inside the vehicle. Mr. Andy Flores (Operator) claimed ownership of the fireworks while the juvenile passenger claimed ownership of the marijuana cigarettes and paraphernalia. They were both placed into custody and transported to the NJ Headquarters where they were later processed and released. The remaining passengers were released at the scene. The fireworks are pending destruction by the county bomb squad.
The juvenile was charged with 2C:35-10A(4): Possession of Marijuana under 50 grams and 2C:36-2: Drug Paraphernalia. He was later released to a relative.
Mr. Andy was charged with 21:3-1: Fireworks possession and released.
